Until a while ago, I attended a day-to-day makeup lesson with a make up artist from Japan. I ask her about how to handle my inner double eyelids - something that is quite common to the Japanese. The advice that she's given me works like magic! Here are the tips:
Foundation/BB Cream - avoid putting too much on your eyelid. Your make up will not hold if you apply too much product and it will smudge more easily.
Set your make up with Powder - again not too much.
Double-sided double eyelid tape - this stops your eye shadow and eyeliner from rubbing off by the eyelids as you blink. It also creates bigger looking eyes - two birds with one stone!
I recommend DUP Wonder Eyelid Tape and Koji Eye Talk Eyelid Glue. If you use it according to the instruction they stay put for a day. There are loads of tutorials on youtube about how to use them correctly.
Curl your eyelashes properly - hidden double eyelids are often accompanied by downward-pointing eyelashes, which doesn't help with smudging. Shu Uemura Eyelash Curler and Shiseido Eyelash Curler are my favorites.
Mascara - a good waterproof mascara will hold your curled eyelashes all day. Both
Kiss Me Heroine Make Mascara and Majolica Majorca Lash Expander Edge Meister Mascara would work like magic.
Eyeliner - there are many good waterproof and sweat-proof products out there. For smooth application, try Shiseido Integrate Liquid Eyeliner, Majolica Majorca Perfect Automatic Liquid Eyeliner, Kiss Me Heroine Make Smooth Liquid Eyeliner

Oh my. I haven tried your tips but i think they would help. I suffer from the same issue too. Their so hard to battle esp when it comes to eyeliner. Looks half eaten. o-o Currently, im trying to counter my hooded or hidden eyelid by using glue. In a way, creating a double eyelid so when i draw my eyeliner, it can be seen! Still in beta though, not a full proof plan. Stubborn eyelids! Darn u!
